The United States was on the verge of war with France throughout the late 1790’s as the French government was demanding money and seizing American ships. This broadside titled “LAW OF THE UNITED STATES BY AUTHORITY. FIFTH CONGRESS OF THE UNITED STATES... AN ACT, FURTHER TO SUSPEND THE COMMUNUAL INTERCOURSE BETWEEN THE UNITED STATES AND FRANCE AND THE DEPENDENCIES THEREOF:” outlines American legislative response to France.
